Registration Status & Process

Project Green is currently reviewing all 2,000 registrations to validate them against the qualifying criteria. Once your expression of interest has been assessed, you will be contacted with an update.

No further action is required from you at this stage.

No. A missing photo or other required documentation does not automatically disqualify you from the scheme. Project Green will reach out to respondents whose submissions are incomplete to request any outstanding information. Once all required documentation is provided, an internal Evaluation Committee will review the registration and decide whether it is successful.

Yes, you may submit your interest as long as you have at least one (1) tumolo of available land.  However, please note that EOIP submissions will be given precedence during assessment.

Please send an email to treeplanting@projectgreen.mt including your name, surname and ID card number, requesting to withdraw from the scheme.

Eligibility Criteria

No. You can either be a private landowner or a registered farmer to apply.

Farmers must provide an Agri de minimis declaration.  Any false, incomplete, or undisclosed information could result in withdrawal.

Parcels that are subject to litigation or unresolved ownership are ineligible until these matters are fully resolved.

No. Only the applicant who holds legal title or lawful land‑use rights can apply. Competing or overlapping claims may result in rejection.

Land & Parcel Requirements

A tolerance of up to 10% may be applied at Project Green’s discretion, but eligibility is not guaranteed.

For agricultural land in Malta, the most common type of Parcel ID is the one used in the Land Parcel Identification System (LPIS). LPIS is a government spatial register used mainly for agricultural administration and registration. Each agricultural field or plot registered within this system is assigned a unique identifier, known as the Parcel ID.

If your land is within a Development Zone (DZ), you will not have a Parcel ID and you are not required to obtain one.

However, if your land is Outside Development Zones (ODZ), it must be registered with the Directorate for Agriculture.  Registration can be carried out at:

  • Pitkalija, Ta’ Qali or
  • the Experimental Farm in Xewkija.

No. Under the current phase of the scheme, registrations must relate to a single parcel of land with a minimum size of one (1) tumolo (1,124 m²). Smaller parcels cannot be combined to meet this requirement. A future rollout may allow registrations covering multiple parcels of land.  Further details will be communicated after the closing of this first roll out.

If ownership or land‑use rights change at any point during the Scheme, you must notify Project Green in writing within five (5) working days. The new ownership or tenancy may affect your eligibility, and Project Green will reassess the situation accordingly. Please note that vouchers and Scheme obligations cannot be transferred without Project Green’s prior written approval, and failure to report changes may result in corrective measures.

Tree Allocation, Quantities & Species Mix

Yes.  Beneficiaries are entitled to 45 trees for every 1 tumolo of land.

In addition, the maximum total monetary value of trees per beneficiary is capped at €10,000 under this scheme. Once this limit is reached, the beneficiary will no longer be eligible to receive additional free trees.

This cap applies to the cumulative value of all trees received, regardless of the number or type of trees requested.

You will receive a maximum of 45 trees per tumolo of registered land.  This allocation is based on a minimum spacing of 25 m² per tree, to ensure healthy growth, proper root development, and long-term ecological balance.  For land areas exceeding one tumolo, an additional 20 trees will be allocated for each additional half (½) tumolo.

As part of the Initiative’s sustainability requirements, at least fifty percent (50%) of all allocated trees must be productive species selected from Project Green’s list.  The below table indicates which species are Productive (P), Non-Productive (NP) and Honeybee-supporting (H).

Scientific Name Maltese Name English Name Class Assigned Code
Quercus coccifera Il‑Balluta x‑Xewwija Kermes Oak (NP) T1
Tetraclinis articulata L‑Għarghar Arar tree / Arbor‑vitae (NP) T2
Cercis siliquastrum Is‑Siġra ta’ Ġuda Judas tree (NP) (H) T3
Cupressus sempervirens Ic‑Ċipress Italian Cypress (NP) T4
Olea oleaster Taz‑Żebbuġ Selvaġġ Wild Olive; Oleaster (NP) T5
Ficus carica Is‑Siġar tat‑Tin Fig (P) T6
Ceratonia siliqua Il‑Ħarruba Carob (P) (H) T7
Olea europaea s.l. Taz‑Żebbuġ Olive (P) T8
Punica granatum Tar‑Rummien; Tal‑Bullar / Is‑Siġar tal‑Bullar Pomegranate (P) T9
Morus nigra Is‑Siġar tat‑Tut Black Mulberry (P) T10

No.  At least 50% of your allocated trees must be productive species.

A honeybee tree provides nectar and pollen that supports pollinators. For every 45 trees, you must plant one honeybee‑supporting species. The tree/s will be selected at random per registration.

Vouchers & Redemption

No. Beneficiaries are not permitted to purchase trees in advance and claim reimbursement. Beneficiaries will receive tree vouchers, which are redeemable only at Project Green approved participating suppliers.

No. Tree vouchers are species-specific and cannot be redeemed for a different species. Each voucher clearly indicates the approved tree type and cannot be redeemed for a different tree species, product, or service.

However, beneficiaries may choose to redeem the voucher at any alternative supplier listed on Project Green’s approved supplier list, provided the supplier offers the tree species specified on the voucher.

Once you provide all the documentation and signatures, your registration will pass on to the next phase which is the evaluation. Once your registration is approved, you will receive vouchers via a secure link by SMS or email. This can be accessed with your ID card number and ID document number.

No. Vouchers are non‑transferable and cannot be exchanged for cash.

No. Each voucher must be redeemed in full as issued. Partial redemption is not allowed.

Only if they present the voucher/s and valid proof of identification. Some suppliers may require proof of identification of the beneficiary.

You need to refer to the expiry date shown on the voucher. It is your responsibility to redeem ALL vouchers by this date.

Kindly report any issues to Project Green promptly via our website: Contact Us – Project Green or call servizz.gov on Freephone 153 Ext. 20.

Approved Suppliers & Tree Collection

Yes, once you receive the SMS, you can view your voucher and redeem it at one of the approved tree suppliers. Transportation is at the beneficiary’s cost and responsibility.

Tree collection does not have a fixed deadline; however, the voucher has a validity period of 18 months and supply is subject to availability at the chosen supplier. Availability may vary depending on stock levels at the time of redemption. Beneficiaries are therefore encouraged to coordinate directly with their chosen supplier to confirm availability and arrange collection accordingly.

If the supplier does not have the required trees in stock, you may still place an order, and the supplier will have up to two (2) weeks to provide the trees. You may also check alternative approved suppliers for earlier availability.

No. Once you place an order with a supplier, you must collect the trees from the same supplier. After ordering, your voucher will change its status to “Ordered”, and once you collect the trees, it will update to “Redeemed.”

Costs, Payments & Reimbursements

The beneficiary is fully responsible for all operational, maintenance, and related costs from the date of voucher redemption, including but not limited to:

  • Watering and irrigation
  • Pruning and general tree care
  • Soil management and fertilisation
  • Protection against pests and diseases
  • Replacement planting, where required under the scheme rules

Project Green may conduct checks and inspections to verify compliance with scheme obligations.

The scheme covers only the cost of Project Green–approved trees and provides investment aid only, excluding any form of operational or ongoing support.

Planting Obligations & Compliance

Yes. Beneficiaries are obliged to plant the trees within 30 days of redeeming the voucher.  This period may be adjusted by Project Green if it falls outside the planting season.

The Commitment Period is 4 years from the date of voucher redemption.

Yes. While reasonable notice is generally given, inspections may occur with short or no notice.

Your obligations under the scheme are as follows:

  • Planting timeline: Trees must be planted within 30 days from the date of voucher redemption.
  • Maintenance: Trees must be maintained for a period of four (4) years, with all upkeep and maintenance costs borne by the beneficiary.
  • Approved land: Trees must be planted only on the parcel of land approved in the registration.
  • Replacement of losses: Any tree losses exceeding the permitted tolerance must be replaced within the required timelines.
  • Planting layout: Beneficiaries must adhere to the approved planting areas and spacing requirements for each tree type.
  • Legal compliance: Beneficiaries must comply with Civil Code requirements (Cap. 16 – Article 437) regarding planting distances from neighbouring boundaries:
    • Tall-stemmed trees: minimum 2.40 metres from the boundary
    • Other trees: minimum 1.20 metres from the boundary

Failure to comply with these obligations may result in corrective measures under the scheme.

Tree Loss, Replacement & Force Majeure

An unforeseeable and unavoidable event beyond control that prevents fulfilment of obligations, e.g., extreme weather, natural disasters, widespread plant disease etc

It is worked out using the Tree Loss & Replacement Table shown below:

Planted Trees
[Minimum](a)
Planted Trees
[Maximum](b)
Loss of Trees
% Tolerance(c)

Worked example

      Planted                             Dead                    Replaced

          (d)                                  (e)                    (e) – [(d) x (c)]

1 ≤45 17 15 4 2
≥46 ≤135 13 79 9 0
≥136 ≤225 11 180 20 1
≥226 ≤315 9 275 40 16
≥316 ≤405 7 322 11 0
≥406 ≥495 5 450 25 3

Imagine you planted 45 trees.

Under the scheme, the tolerance limit for this number is 17%.

This means you are allowed to lose up to 8 trees (because 45 × 17% = 7.65 → tolerance = 8).

Trees planted: 45

Trees that died: 10

Allowed to lose: 8

Excess deaths: 10 – 8 = 2

Since 10 dead trees is above the allowed 8, you must:

  • Replace the 2 excess trees within 30 days (or as otherwise instructed by Project Green),
  • Use the same approved species (or another approved species if unavailable), and
  • Make sure your species mix still follows the scheme rules.

You should notify Project Green in writing within 15 working days from when you are able to do so, and include supporting evidence (e.g., photos). Project Green will then assess case‑by‑case and advise if any actions are required.

Produce Use & Commercial Restrictions

The scheme forms part of a national tree-planting effort primarily intended for environmental and ecological purposes. Accordingly, the produce from fruit-bearing trees is not intended for commercial resale or direct profit-making activities.

Data Protection, Consent & Legal Matters

Personal and land‑related data are processed in line with GDPR and Maltese data protection law.  Your consent is required to administer, evaluate, monitor, control, and audit the process.

Furthermore, it is recommended that you visit Project Green for updates or amendments to the scheme.

Data may be retained for the period necessary to fulfil the scheme’s purposes and meet legal, regulatory, financial, and audit obligations, in line with GDPR and Maltese Data Protection Law. (10 years)

Scheme Updates & Future Rollouts

Yes. Project Green may amend the Agreement or Scheme Rules at any time, and continued participation implies acceptance of updated terms.

Project Green may introduce future phases depending on environmental priorities and resources. Information will be published on the Project Green website and in the Government Gazette.
