The Technology Office leverages cutting-edge technology, industry standards and methodologies to provide reliable services to the rest of the Agency and the entities interacting with Project Green through digital means. Furthermore, it is responsible for implementing a digital transformation programme, maximising efficiency and performance through the data management, automation, and technology.
About the Role :
The Senior Manager – Business Systems Analysis shall be responsible for bridging the gap between business needs and technology, focusing on the analysis, design and enhancement of technology systems to support the Agency’s objectives. The role ensures that organisational requirements are clearly understood, structured and translated into effective technology-enabled solutions that improve operational efficiency and service delivery.
The position shall lead the analysis and documentation of business processes, identify gaps and opportunities for improvement, and define clear functional and system requirements. Through structured stakeholder engagement. The Senior Manager, in conjunction with the rest of the Technology team, will ensure that proposed solutions align with operational realities and strategic priorities.
The role shall further oversee the evaluation and implementation of business systems, ensuring solutions are fit-for-purpose, scalable and compliant with governance standards. By maintaining close collaboration between departments, the Technology team, and external solution providers, the Senior Manager will ensure seamless delivery and measurable business value.
The tasks of the Senior Manager – Business Systems Analysis will include :
- Analysing and documenting business processes and systems, conducting gap analysis and recommending simplification, optimisation or re-engineering initiatives, while maintaining a business process register.
- Assessing business needs/problems, translating them into detailed functional and non-functional requirements, technical specifications and process/data flow diagrams.
- Evaluating alternative solutions and facilitating stakeholder workshops to determine the best fit for business needs.
- Overseeing system configuration and support customisation activities to meet defined requirements.
- Developing and coordinating test plans, oversee user acceptance testing (UAT) and validate that solutions meet business expectations.
- Supporting change management initiatives, including user training, communication and transition planning.
- Collaborating with external suppliers to build, test, and deploy software and hardware solutions.
- Developing and maintaining comprehensive documentation, including business process documentation, requirements specifications, system configurations and Standard Operating Procedures (SOPs).
- Monitoring, diagnosing, and coordinating resolution of system issues in collaboration with relevant stakeholders.
- Promoting and recommending best practices in business systems analysis and technology – enabled process improvement.
- Facilitating effective communication between the team and business units to ensure shared understanding and alignment.
- Staying informed of emerging technologies and trends to identify opportunities for innovation and continuous improvement.
About You :
Project Green is looking for a Senior Manager – Business Systems Analysis of the highest personal and professional integrity, principle, and knowledge, earning respect and support when making decisions and choices. The selected candidate needs to be a self-directed person with a strong work ethic and high expectations for performance.
The role requires the possession of a minimum of a bachelor’s degree or higher as recognised and certified by the Malta Qualifications Recognition Information Centre (MQRIC) in Information Technology, Business & Computing or a relevant field. In addition, a minimum of three (3) years’ relevant work experience in a similar role is required. The ideal candidate shall demonstrate strong analytical, critical thinking, and problem-solving skills, together with excellent interpersonal, collaboration, and communication abilities.
If you do not have the necessary academic or professional qualifications but you have at least five (5) years relevant work experience, we would still be interested to consider you.
